Tools for making public administration services easier and more comfortable to use for all stakeholders, as well as being more cost-effective.
The public online services are increasingly being used by citizens and entrepreneurs. A large number of official business can be carried out conveniently from home or from the office; without regard to opening hours, without waiting and setting times. On the pages oesterreich.gv.at or for companies on usp.gv.at, necessary information can be found and online services can be used quickly, easily and electronically with the help of the mobile phone signature (Handy-Signatur). Any fees will be paid electronically. The authority processes the electronic act in the internal workflow system.
The approved application will be reliably sent by electronic delivery to the "MeinPostkorb".
Similar to traditional administration procedures, costs and fees may also incur with the electronic procedures. Consequently, the option of paying these costs online is necessary. There are already diverse online payment systems available. For the integration of online payment systems, a special interface has been developed: EPS-online. The authority receives the electronically signed report of the payment made even while the procedure is being handled and can then close the procedure.
eInvoice to the Federal Government
Since its beginning, contractual partners of the federal government in goods and service transactions have been obligated to transfer invoices solely in electronically structured form. The sole exception are cash payments (more information at www.erb.gv.at).
The transfer of e-invoices to the federal government is possible via the business service portal (USP - Unternehmensserviceportal). After an initial check for formal errors, the electronic invoice is forwarded to the corresponding office. A copy of the invoice is generated automatically in PDF format and sent back to the e-mail address(es) provided in the electronic invoice as confirmation of the transfer. In case the invoice transfer did not work, the problem will be pointed out to the sender by the system.
Concerning the electronic delivery, the public administration has a tool with great potential to save money and improve services as a modern service provider. After registering for the electronic delivery, citizens, business employees or their representatives can retrieve documents (including RSa and RSb letters) online, 24 hours a day, 7 days a week. An important goal for delivering documents via electronic delivery service is that citizens and companies have an electronic post box “MeinPostkorb”. Even in the age of E-Government, government authorities have two basic possibilities for delivering documents: the traditional paper hardcopy delivery or the electronic delivery. The dual delivery system ensures that if the recipient is not reachable over an electronic delivery system, the delivery is carried out by a delivery service that prints the piece of correspondence on paper and sends it to the recipient by post.
