The ISA2 programme builds on the predecessor programme ISA (Interoperability Solutions for European Public Administrations) and aims to ensure seamless cooperation between European public administrations across borders and sectors, involving citizens and businesses.

The aim is to help Member States modernise their administrations and provide interoperable digital services at national and European level.

ISA2 was published as a decision in the Official Journal on 4th December 2015 and runs from 1st January 2016 to 31st December 2020. However, the root of European interoperability programmes dates back to 1995, when "IDA", a programme for the exchange of data between public administrations, was set up.

On 20th March 2018 the third ISA² Work Program for the year 2018 was accepted.

A proposal for a successor program will have to be negotiated in the context of the new multi-annual financial framework.
